Is there a Spore police with MOE protocol for all school principals to follow diligently before pressing the panic button to scare the hell out of everyone. who is the targetted audience and its not a top school with vip's children. so what's up?

The person or persons responsible for the prank must be jailed regardless of age, gender or race. Otherwise more such pranks will happen in future. If people cry wolf too often, people think it's prank and ignore. When the real wolf comes, many innocent people will be killed.
